Program Manager – Disaster Risk Reduction (Lao PDR)
The key focus of the role is to ensure high quality outcomes under the Disaster Risk Reduction (LANGOCA) project. The main project activities include improving capacity at village, district and provincial level to better prepare for and mitigate the impacts of disaster, improving food security and health particularly through improved access to clean water. A key focus of Oxfam’s work is to improve gender equity and increasing awareness of the risks of HIV/AIDS as a crosscutting theme throughout all project activities. The Project Manager will be responsible for all aspects of the program cycle with a
key focus on:
• Managing the effective and efficient delivery of project outcomes that meet beneficiaries’ needs, funder requirements, country program strategies and organization priorities.
• Effective monitoring, evaluation and reporting of the project; managing all components of program effectiveness.
• Managing and developing the project team and ensuring the development of staff/partner capacity.
This is a key role for Oxfam Australia’s country program and reports directly to the Country Representative and is a member of the Senior Management Team. The Program Manager will have line management responsibilities for five staff. You will have proven experience in a similar role and be able to demonstrate:
 Relevant qualifications or skills in rural development, community development, project monitoring, evaluation and reporting, contract management;
 Experience in leading and managing the successful delivery of project strategies in Laos or countries in South East Asia;
 Proven management and supervisory experience in motivating and leading multi disciplinary teams and stakeholders (internally/externally);
 Significant experience working with NGOs or INGOs in Laos or countries in South East Asia;
 Proven analytical skills;
 Demonstrated leadership, management and coordination skills;
 Significant understanding of complex emergencies and crisis contexts.
 High level financial management skills and sound numeracy skills;
 Experience in representing and communicating at a senior levels: Government, INGOs/international agencies and donors;
 Strong spoken and written English and sound ability to understand and speak Lao or Thai is an advantage;
 Sound understanding of managing and working under the local context is an advantage;
 Knowledge and commitment to adhere to the Red Cross and NGO Code of Conduct, Oxfam Code of Conduct, people in Aid Code of Good practice, Sphere relief standards, and child protection; Salary and benefits for this position include a salary of AUD66,880 per annum plus benefits. WWF Lao, WWF Cambodia had received funds from The German Federal Ministry of Economic Cooperation and Development (BMZ), the project called “Management and Conservation of Mekong River Wetlands Project” in southern Laos and northern Cambodia.

This project will protect biodiversity, sustainable natural resource use, and ecological functions n the three most important wetland sites on the lower Mekong – Siphandone, a 50- km stretch in Cambodia up to the Lao PDR border, and the 56-km Central Section between Kratie and Stung Treng, Cambodia. Together these areas contain nearly 150 km of n the lower Mekong.

WWF Lao Country Office is seeking to recruit a well-qualified and experienced Lao National candidate to work in new project area Siphandone for the following positions:

Good Manufacturing Practice (GMP) Specialist - Pharmaceuticals Short Term Consultancy
Job titile: Good Manufacturing Practice (GMP) Specialist - Pharmaceuticals Short Term Consultancy (Expected vacancy). The Ministry of Health (MOH) of the Lao People’s Democratic Republic (Lao PDR), through funding secured under Round 8 grant from the Global Fund to Fight HIV/Aids, Tuberculosis and Malaria is seeking to recruit a short-term Good Manufacturing Practice (GMP) Specialist to provide technical assistance and support for the Food and Drug Department (FDD), the agency responsible for
ensuring quality assurance for the manufacture and supply of pharmaceuticals and medical commodities.
Funding has been secured to improve GMP through training including visits to local manufacturing sites.
The position is short term based in Vientiane Lao PDR. The assignment will be for two weeks over two periods and is scheduled between late June-July 2012 and October 2012, and includes per diem expenses and airfare as necessary.

The GMP Specialist will develop/review current GMP policies and Standard Operating Procedures (SOP) develop training materials and deliver short workshops to FDD staff and QA/QI staff of local manufacturing sites.

Notebook computer must be provided by Consultant.
LCD and other presentation equipment will be available.

Selection Criteria
Qualifications: Certified GMP Auditor (current) Masters degree in Manufacturing / Science related field References must be available. English language proficiency written and spoken.

Experience
• Development of training materials and workshop experience in GMP / WHO Certification
• Practical experience in auditing of pharmaceutical manufacturing sites to GMP / WHO standards.
• Development and implementation of SOPs related to GMP licensing / inspection.
• Relevant technical experience in government regulatory or scientific agencies.
• Strong practical experience with Microsoft Windows / Open Office applications.
• ASEAN and/or developing country experience.

Terms of Reference
• Review SOPs for GMP.
• Assess GMP knowledge and application.
• Develop and deliver training materials for GMP, including pre, and post evaluations.
• Liaise with other agencies in the MOH such as the national testing laboratories, and with local manufacturers.
• Conduct structured field visits to manufacturing sites.
• Deliver a report at the conclusion of consultancy to FDD with recommendations to improve licensing and inspection for GMP\

Anti-trafficking & Child Protection Legal Officer
The Anti-trafficking & Child Protection Legal Officer (LO) is a key staff member of the Protection and Empowerment of Women and Children (PEWC) program, working directly with other staff members of PEWC and directly supervised by the PEWC Program Coordinator, base in VFI Vientiane office and frequently travel to Salavan and Champask province. Duration of work is 12 months.

1. RESPONSIBILITIES
Legal Guidebook for Anti-trafficking and related issues:
- Review the Lao law related to human trafficking and update on the human trafficking legal guidebook.
- Assist on creation of the sample extension materials (simple legal booklet, radio programs, theater productions, posters, etc.) in Lao language and at least one ethnic minority language to get key legal
information to local people.
- Conduct training and Train government and non-government actors (youth, NGOs, NPAs, village actors) in the use of Legal Rights Guidebook and extension materials for use at the local level.
- Assist on conducting the field-testing of the completed guidebook to connect policy issues to local extension work and relevance to village-level issues.
- Assist on adapting the guidebook and extension materials and reprint for national use.
- Work with other PEWC staff on the Annual Campaign Against Child Trafficking with Asia ACTs partners
- Assist on conducting training to immigration officials on interview techniques, case identification and investigation, and other key areas

2. QUALIFICATION AND EXPERIENCE
- Lao citizen
- A minimum of 2-3 years of professional experience
- Bachelor Degree of Law
- Ability to plan and manage the project activities implementation with minimal supervision
- Detailed understanding of trafficking, CRC, CEDEW and related issues
- Computer skills: word processing, power point, email, internet
- Ability to communicate effectively with staff and especially trafficking victims
- Be cheerful, open minded and willing to work and dial with the trafficking victims
- Fluency in spoken Lao and English
- Ability to develop activity reports in Lao and English
- Experience working with trafficking cases will be highly regarded consideration
