Operations Manager
Main Role
The Operations Manager is responsible for the overall financial and administrative functions of the Lao Rugby Federation, for providing day-to-day support to the Lao Rugby Federation Executive Board and for maintaining strong links within government.
Reporting Structure/Relationships
The Operations Manager will report to the Operations Advisor.
The Operations Manager will directly manage the Finance and Administration Officer, the Sponsorship and Marketing Coordinator and the Rugby Development Manager.
The Operations Manager will work closely with the LRF Advisory Committee and the Executive Board, including the President.
Responsibilities
This post holds the following responsibilities:
Office Management
To ensure the LRF office maintains high standards in all aspects of operations
To have final responsibility in the development of operating policies for the LRF office (for initial approval by the Operations Advisor before final approval from the LRF board)
To have final responsibility/decision making authority for LRF staff in regard to daily operations
To ensure staff are able to meet their roles and responsibilities to a high standard
To make quarterly reports to the Operations Advisor on staff performance
To support the ongoing professionalization of the Lao Rugby Federation
To ensure that all systems developed are in line with Lao and international standards
Financial Management
To ensure detailed and accurate monthly reports are available through the LRF’s chosen accounting software
To approve all staff salary payments
To monitor bank balances for all accounts
To facilitate general and project expenditures
To control and review all expenses
To manage accounting systems for the LRF office in Vientiane
To maintain a standard filing system for all accounting documents and financial reports and to provide financial records and other supporting documents to the LRF Advisory Committee or LRF Executive Board as required
To comply with all local regulations relating to tax and insurance
To prepare annual budget and manage expenditures against budget
To ensure all accounts can be audited on an annual basis
Reporting
To submit monthly operational and financial reports to the Operations Advisor
To prepare quarterly reports for submission to the Advisory Committee and Executive Board
To lead the creation of the Annual Report
Government Relations
To ensure the Lao Rugby Federation understands and complies with all necessary government requirements
To ensure the Lao Rugby Federation maintains strong and effective links with all sections of government, with a focus on the Ministry of Education and Sport
To ensure all Lao Rugby Federation events have government backing and support
To ensure all federation documentation is maintained at the standards required by Lao and international supervisory bodies
Advisory Committee and Executive Board Support
To provide support to the Lao Rugby Federation Executive Board
To ensure that the Executive Board is kept fully informed of and engaged in decisions and actions undertaken by the Lao Rugby Federation
To organise and facilitate Advisory Committee and Executive Board meetings
To prepare official communications on behalf of the Executive Board
To represent the LRF board in government and other meetings as required
To undertake any other tasks as assigned by the Executive Board
Learning, Relationship Building and Representation
To maintain strong working relationships with staff, government, board members and other stakeholders
To participate in external workshops, working groups and other meetings relevant to the position
To establish appropriate information-sharing relationships
School and Community Rugby Projects
To provide management and organizational support to the LRF’s school and community projects
To encourage sustainable growth of school and community rugby activities
Working Conditions
This is a Vientiane-based, full-time position. Standard office hours run from 0800 - 1630, however, some work outside these hours may be required.
Required Qualifications, Experience and Personal Qualities
Essential
Relevant degree in accounting/financial management, business administration, or human resources management
Broad and current understanding of international and Lao PDR administrative and accounting standards
Thorough understanding of computerised accounting systems and good IT skills, including the use of MS Office Suite and MS Windows and the ability to type in Lao language
Strong analytical and problem solving skills
Spoken and written fluency in Lao and English
Flexibility and willingness to support the overall goals of the LRF
Ability to maintain confidentiality within the role
Experience producing high quality financial statements and reports
Strong teamwork and interpersonal skills with demonstrated management and coordination experience
Organized and able to cope with multiple deadlines
Committed to the role for a minimum 2 year period
