EDC-Coordinator & Logitician

The Lao Red Cross/Swiss Red Cross Management Agency is contracted by Ministry of
Health to manage the Health Equity Fund for the Poor and administrate the Free Maternal,
Neonatal and Child Health services in the Southern and Central provinces of Laos in order to
increase access to health services for the poor, women and children. We are seeking qualified
candidates for the position of:
1. Regional Coordinator
Duty station: Bolikhamxay with regular trips to Khammuan and Vientiane province Responsibilities: To drive the implementation of the Management Agency strategy in 3 provinces, To ensure the good functioning of the system, To develop capacity building throughout training and coaching.

Required qualifications and experience: At least 3 years of financial and management
responsibilities in a development project mandatory; Diploma in business administration or
similar; Some knowledge of health financing; Excellence in management & in organization
(planning, reporting, financial issues); Experience in training; At ease with procedures & tools /
guidelines’ implementation, Interpersonal communication skill; Computer skills; Good English,
Ready to work a lot in districts, flexibility; Capacity to work under pressure

2. HEF Logitician & Administrator
Duty station: Vientiane Capital with at least 30% of total time in the field
Responsibilities:
Functions & tasks Logistician (60%): Management of inventory, vehicles, communication means, computers, other office hardware & IEC tools, staff housing. Administrator (40%): Filing & management of documents; Internal / external communication, Support in recruitment; Contract follow-up; HR management support.
Required qualifications and experience: At least 3 years experience with NGOs and Projects mandatory; Ready to travel a lot to & occasionally stay in remote places; Good English;

in Savannakhet. The Road Safety Project’s objective is to reduce the number of road traffic accidents
and the disabilities resulting from these accidents in partnership with the Ministry of Public Works and

The Road Safety Education Officer’s responsibilities:
• In close collaboration with the Program Manager , Education and Network Manager and Partners, define Education strategies and action plans
• Develop monitoring and evaluation tools for the project activities.
• Coordinate the implementation of Education activities in conjunction with the Education and Networks Manager and responsible government agencies
• Coordination with all stake holders of education for planning for the curriculum implementation in Vientiane and Savannakhet

ADB GRANT 0173-Lao (SF): Health sector development Program
The Project Coordination Unit (PCU) of the Ministry of Health, Lao PDR for the above noted Program has one (1) position available for secretary.
 
Key Responsibilities:
• Carry out secretariat and administrative tasks under the supervision of the Administrator and Project’s Directorate;
• Draft routine correspondence and type correspondence/reports in Health Sector Development Program as required by supervisor
• Establish and maintain hard copy and electronic files of the project ensuring filing system is in place;
• Open, organize and maintain general and project files with an appropriate system for easy searching and follow-up;
• Assist the MoH staff based at the PCU in the preparation of their travel documents (before and after each travel) and the booking and purchases of tickets in coordination with the PCU accountant, under the supervision of the administrator;
• Set appointment for the Project Directorate, other consultants and MoH staff assigned at the PCU and inform the Project’s administrator;
• Receive/Send mail and make sure that they are sent to the correct destination;
• Take message for the Project Directorate, other consultants and MoH staff assigned at the PCU and ensure that messages are relayed back to the visitors or callers.
 
Qualification:
• Bachelor degree in one or more of the following disciplines; business administration and /or public administration or related field;
• At least two years of experience in secretariat or administrative work, preferably in an international organisation;
• Ability to draft routine correspondence, edit materials using proper grammar, punctuation and style;
• High proficiency in the use of personal computers. Typing speed of at least 45 wpm;
• Good knowledge of written and spoken English and Lao Language.

Compensation will be commensurate with qualifications and experience. Interested individuals

 The Norwegian People's Aid (NPA) is a Norwegian humanitarian organization supporting capacity
building and development in many countries and has been engaged in the UXO clearance in Laos since
1997. The strategic goal for the programme is to reduce the humanitarian and socio-economic threat posed
by unexploded ordnance (UXO). NPA Lao PDR is regulated by the National Regulatory Authority (NRA)
for the UXO Sector. The programme currently has 258 staff and receives funding from the Norwegian
Ministry of Foreign Affairs (NMFA), Norwegian Telethon (NRK-1) and the United States Department of

Duties and Responsibilities
