Great Peace (Tai Wha Social Welfare Foundation) was founded in Republic of Korea in 1921, it has been serving and helping alongside people who are struggling from poverty by perform social welfare services and socio-economic aids to enhance the capacity of needy families and communities in the Republic of Korea and overseas. (Morocco, Cambodia, Laos)
Great Peace is now preparing its project implementation in Lao PDR. Project is to help improve the quality of life of the communities by operating Community Center providing social welfare service specializations.
Great Peace is now seeking for high qualified candidates as a human resource and administrative officer to join our team. The duty station for the position is based Vientiane Capital.

Key Responsibilities:
              ·         Provide strategic and functional responsibilities for all the HR and administrative disciplines
·         Recruiting, Training and Supervising staff and delegating work as required
·         Administer employee files and records in order to ensure accurate payment of benefits and allowances
·         Ensure that employee have safe working environment free from discrimination and harassment
·         Filing and retrieving information and documents
·         Purchasing and Maintaining office facility and equipment
·         Perform other related duties as required.
 Qualifications:
·         Bachelor degree on human resource management , economic and administrative, finance, international development, or other related field
·         At least 3 years experiences in related field, working with INGOs will be essential
·         Strong communication skill, creative and committed
·         Proven of English and Lao language
·         Excellent in using MS. Office (MS. Word, Excel, Power Point, internet)
 Basic Salary:
 ·         Starting Basic Salary is 300~350 USD

Main Responsibilities:
  • Deliver high quality English language learning and teaching across a range of levels to each group of students (offline courses)
  • Actively supervise Englishtown classes and provide students with troubleshooting on a timely manner.
  • Meet students regularly to discuss academic progress and to provide feedbacks from online training and offline courses
  • Maintain students’ learning performance records, behavioral aspect, overall training environment and report to direct supervisor on a weekly basis
  • Coordinate with IT team to solve common computer problems for the online learners
  • Coordinate with Englishtown coordinator for first startup of Englishtown online and offline courses.
  • Assist in maintaining learning materials: headset, speakers, computers, etc. Be able to support   students on time
  • Be pro-active in Data Management Operators recruitment process-willing to go on social investigation on one’s own accord.
  • Be willing to help with Data Management Operators administrative tasks as requested by direct supervisor
Qualifications:
  • Bachelor or High diploma in English studies or related fields.
  • Experience in learning English with a computer or online study will be a strong asset
  • One-year English teaching experience or Fresh graduation
  • Good / Solid English skills: speaking, listening, reading, and writing
  • Experience in training and development people is preferred

Background:
The Land Issues Working Group (LIWG) has been operating as a sub-working group of the International Non-Governmental Organizations Network (iNGO Network) in Laos since 2007. The LIWG works towards greater community control over land, forest and natural resources. We promote awareness and understanding of the social, economic and environmental impacts of land-related projects, bygathering and disseminating information, facilitating dialogue and carrying out studies. The LIWG consists mostly of international and local civil society organization staff and other individuals working on land issues in Lao PDR.
Duties and responsibilities:
  • Assist the LIWG Coordinators in their networking, advocacy and coordination work.
  • Perform a variety of secretarial and administration duties of the LIWG Secretariat.
  • Responsibility of following monthly expenditures and maintaining bookkeeping.
  • Conduct general office administration including office management, website updating and other relevant tasks.
  • Taking care of logistical arrangements for workshops and other events organized by LIWG.
  • Liaise with relevant stakeholders such as LIWG member organizations, development partners, governmental institutions and local communities.
  • Translate short documents (Lao-Eng-Lao).
  • Perform other duties as assigned by LIWG Coordinators and Chairs.
Qualifications:
  • Fluency in English (spoken and written) 
  • University degree
  • Self-motivated, good in communication, able to work autonomously
  • Experience in using IT, e.g. MS Office (Word, Excel) and website content management
  • Experience in accounting and financial management

Engineer for Small- Scale Rural Civil Works
Northern Uplands - Integrated Rural Development Progamme NU-IRDP

The Northern Uplands Development Programme (NUDP) is a Programme of the Government of Laos supported by several Development Partners. One of the components of the NUDP is food security which is supported by the German Government and by its implementing Agency GIZ through the Lao-German “Integrated Rural Development Programme in Poverty Regions of Laos” (NU-IRDP).
Number of positions: 3 national civil engineers for small scale rural infrastructure
Starting Date: Sept 15, .2012
Duration of Assignment: 5 months, with the possibility of extension of 4 months
Work Location: Luang Prabang, or Phongsaly, or Huapanh Province

Main tasks and responsibilities:
  • Support and advise the Lao Government in its initiative to further support rural development and food security within the Northern Provinces covered by NUDP.
  • Support and advise the local authorities (district) to identify economic small-scale infrastructure projects and to develop a short-list of priority schemes, based on existing local plans
  • Work very closely with District authorities incl. the line agencies of the Ministry of Agriculture and Forestry and the Rural Development Offices in the Northern Provinces.
  • Assess social and environmental suitability, designs and costs of schemes and assist local authorities in developing scheme-budgets for financing agreements with the programme.
  • Finalize technical and financial layout of economic small-scale infrastructure schemes.
  • Oversee implementation of construction and related expenditures.
Experience and Qualifications:
  • Recognised qualification (pref. M.Sc.) in Civil Engineeering.
  • Several years work experience in the field of civil works, preferably rural small scale infrastructure development and participatory approaches.
  • Proven ability to work sensitively and adapt to the needs of diverse communities.
  • Experience with designing and conducting participatory actions in Lao PDR.
  • Good planning and organisational skills, with ability to supervise field-based activities.
  • Proven team player, with the responsible Government staff as well as with NU-IRDP and NUDP’s Team of advisors and consultants.
  • Effective reporting and communication skills.
  • Written and spoken English language ability is a must.
  • Proficient computer knowledge (MS-Word, MS-Excel, etc.) is required.
The incumbent will receive a five months extendable GIZ-contract with attractive conditions and she/he will work as member of a national / international team of experts within NUDP under the supervision of a Component-Team leader of the GIZ -NU-IRDP.
