Position Title: Project Coordinator
Duration of Appointment: 6 months ( July – December,2012 )
Expected Starting Date: As Soon As Possible.
Background
The TAF funded Enhancing Access to Justice through the Lao Bar Association Project is assisting the Lao Bar Association (LBA) to strengthen the rule of law and justice system and enhance access to justice in Lao PDR through promoting the LBA as an independent professional body regulating the provision for legal services to the public. The project has three main components: institutional capacity building, training and
legal aid. Since December 2007, the LBA received support from The Asia Foundation for an initiative entitled: Legal Aid and Legal Education in Laos:
Improving Access to Justice for all Lao Citizens. This complimentary initiative focuses on increasing the capacity of the LBA to provide quality legal services to the poor and vulnerable, particularly women and children. This will be done in part through the expansion of legal aid clinic services in Laos. at the LBA Headquarters in Vientiane, 2 legal aid clinics have been running legal aid service in Champassak and Oudomxai provinces.
Duties and Responsibilities
The LBA Project Coordinator will work under the supervision of the Lao Bar Association Ex-Com, relevant authorities as well as the TAF, to achieve project outcomes.
His/her duties and responsibilities include, but are not limited, to the followings:
• Strategically guide the dairy work of his/her team to ensure that personnel are abiding by their terms of reference and Asia Foundation project activities are carried out in accordance with work-plans;
• Monitoring and supervising the technical aspects of al financial and operational matters in relation to Asia Foundation funds, including ensuring that disbursement of financial resources are in accordance with donor guidelines as appropriate;
• Overseeing the preparation of annual and quarterly work plans and budgets for all Asia Foundation project activities in consultation with the LBA;
• Preparing periodic progress reports and financial statements for Asia Foundation project activities as required by the LBA and donors;
• Liaising with the LBA, other legal sector organizations, donors and stakeholders for the implementation of Asia Foundation project activities;
• Managing consultancies and external contractors as requires, including developing terms of reference, making appointments, coordinating all aspects of consultants and contractors’ work and consolidating any recommendations into the development of work plans and activities;
• Guiding the planning and conduct of study tours, workshops, seminars, and training programmed relates to Asia Foundation’s project implementation;
• Guiding the development of terms of reference for Asia Foundation’s project personnel, selecting appropriate personnel and supervising all the work of project personnel;
• Undertaking periodic progress review, monitoring and education of Asia Foundation’s project activities;
• Meeting regularly to provide project progress updates to the executive committee, LBA Sub-committees and the wider membership;
• Supervise and monitor the paralegal training;
• Providing progress report regarding the project activities to executive committee of LBA or Ministry of Justice as requested time to time;
• Help LBA’s work.
• Performing any other possibilities that may be necessary.
Qualification and Experiences:
Mandatory
• Management skill and experience mandatory (Minimum 4 years).
• Law professional background
• Proven communication and co-ordination skill and experience in supervising staff (Minimum 4 years).
• Demonstrated experience in implementation of development projects and overseeing budgets (Minimum 4 years).
• Established experience in collaborating with the Government and the international donor community in the development assistance environment.
• Computer skills.
• Fluency in English.
Preferable
• Familiarity with the Government and /or legal sectors and /or international donor involvement in Laos.
• Experience with or knowledge of the work of professional legal organizations an advantage.
Knowledge of Lao Government development policy and priorities.
Duration and Date of Appointment: The Project Coordinator will commence this position as soon as possible. The contract may be renewed at the discretion of the LBA, upon its expiry.
Duty Station
The Project Coordinator will work full time at the LBA Legal Aid Clinic in Vientiane, in occasionally will also be requires to undertake some travel throughout Lao PDR where the project is taking place.
