Country Project Manager
for the Project
Lowering Emissions in Asia’s Forests (LEAF)
 
Based in to Vientiane, with frequent domestic and international travel
(Local contract)

SNV Lao PDR provides capacity development services in 3 sectors: Agriculture, Renewable Energy and Water Sanitation and Hygiene. SNV is building its portfolio of REDD+ programs across Asia.
The USAID is financing a five-year (2011 – 2016) regional program entitled Lowering Emissions in Asia’s Forests (LEAF). The goal is to achieve meaningful and sustained reductions in GHG emissions from the forestry-land use sector and for Lao PDR to benefit from the emerging international REDD+ framework.

SNV is seeking a highly qualified and dynamic professional to lead a small team in the implementation of the LEAF program in Lao PDR.

Essential responsibilities
The LEAF Country Project Manager will require strong project management skills and will be responsible for managing all LEAF activities in Lao PDR, and monitoring project performance to ensure LEAF results in Lao PDR are achieved. He/She is also responsible for effectively and efficiently managing a small, but geographically disbursed team, a number of consultants and administrative support staff. He/she will work closely with staff from the LEAF Regional office, the SNV REDD+ Sector Leader and a number of LEAF climate change and REDD+ specialists.

Other responsibilities:
  • Monitor performance targets, milestones and outputs for all project objectives and activities, ensuring targets and outputs are met and challenges are identified.
  • Consult and coordinate closely with Lao PDR Government agencies, counterpart staff and LEAF partners (at national, provincial and district levels), to coordinate work plans and keep them informed of LEAF developments and progress.
  • Write terms of reference for specific work tasks to be completed by consultants (national and international) and manage the scheduling and output of these consultancies.
  • Manage the LEAF Lao PDR budget, providing quarterly and yearly updates on budget performance.
  • Coordinate the development of the annual work plan and work plans for the LEAF pilot districts.
  • Prepare and submit timely reports and other deliverables.


Candidate profile
  • University Degree in Business Administration/Management and/or a University Degree in Forestry or Natural Resources Management
  • Demonstrated and proven track record in managing a multidisciplinary team under changeable and complex circumstances.
  • Experience in project management cycle including financial management.
  • Excellent interpersonal and communication skills to fulfill the diverse technical, management and consultative requirements of the role.
  • Strong oral and written communication skills. Fluency in written and spoken English is required.
  • Strong leadership qualities and excellent skills in networking with stakeholders and in positioning of a project.
  • Good computer skills in Microsoft applications.

Contract Duration:  Initial one year contract with possible extension
