JOB ANNOUCEMENT – ASSISTANT to PROJECT MANAGER (ECHO)
 Triangle Génération Humanitaire is a French NGO working in Lao PDR since 2006 is looking for a « ASSISTANT to PROJECT MANAGER M/F» for its food security/support to population affected by Haïma typhoon project in Khammuan Province.
 The project :
                 Due to the floods of 2011, a large number of rural households of Hinboun district, Khammuan Province have been deeply impacted. In those areas, non-equipped with irrigation systems, people have lost their only chance to harvest rice in 2011. Both food and seeds stocks have been impacted leaving those rural households with no other solution than daily work in the neighbouring villages to guarantee the family basic food supply. Triangle GH’s Action, funded by ECHO aims at restoring the production means of those population in 17 villages of the lower tributaries of Nam Hinboun River and insure their food consumption during the rainy season through cash grant activities.
 The position:
                The Project Manager Assistant will be based in Thakhek with frequent field work sessions in remote areas (purchase and delivery of seeds and agricultural input, follow-up of the agricultural activities, follow-up and evaluation of cash transfer activity) in Hinboun District. She/he will work with TGH Project Manager and the Administrator to ensure the proper implementation of the activities.
 Duties and responsibilities:
 Under the supervision of Project manager, the assistant will work at the daily implementation of the project and thus will be involved in the following aspects:
 Technical duties:
-          Field data collection;
-          Field data analysis;
-          Implementation of home garden seeds distribution for 17 villages ;
-          Coordination of Community officers work.
Administrative duties:
-          Translation of official reports and documents ;
-          Coordination with local authorities (PAFODAFODoFA) ;
Logistic duties:
-          Purchase management and follow-up (everyday supplies and contracts)
-          Logistic preparation and management of field activities ;
-          Follow-up of project equipments.
Other:
-          Coordination with the administrator to follow-up procedures.
 Listed tasks are not exhaustive and may be revised with project manager according to the needs of the project.
 Qualifications requirements:

·         University degree (BSc) in relevant fields (agronomy, irrigation), MSc is an asset;
·         Skills required in logistics management ;
·         Work experience with NGOs (at least 3 years of relevant experience);
·         Work experience in a ECHO funded program is an asset;
·         Very good level in French and/or English (translation for both technical and administrative documents) ;
·         Basic software knowledge (pack Office) ; Good level in Excel is an asset;
·         Strong motivation for field work (in remote areas) ;
·         Good analysis skills, ability to propose ;
·         Ability to train and deliver messages to heterogeneous beneficiaries ;
·         Good relation skills with rural population and local authorities ;
·         Autonomy and will to learn.

Conditions:

·         The hiring process and the work will start as soon as possible in November 2012 in Thakhek and for a 3 months period (potentially renewable).
·         Monthly salary paid in Kips and linked with skills and experience according to TGH salary scale, work insurance policy.
·         Independent house in Thakhek paid by the project (for non Thakhek residents), 2 trips to Vientiane per month, field allowance for field sessions (according to TGH scale and regulation).

 1. Health and scholarship officer- (1 Position)

Major Responsibilities

·         Foster a sound working partnership and coordinate all health-related activities with the District Health Office (mobile clinic, hygiene education, awareness on pesticide related hazards, nutrition surveys, surveillance…)
·         Establish the yearly plan of health activities with the District Health Office
·         Improve as required IEC materials used for health awareness sessions at the target village level
·         Facilitate the training (on the job) of 6 village birth attendants at hospital (coordination with district and provincial health department, solve logistics and administrative issues met by birth attendants, monitoring and evaluation of the activity…)
·         Undertake regular village visits to support District Health staff when implementing activities.
·         Supervises the scholarship activity (award of about 20 nursing, teaching and vocational school scholarships) including selection of students, coordination with all relevant government departments, follow up of students and problem solving etc…
·         Make activity plans and reports as required
·         Be aware of gender and ethnicity issues, and contribute to the development and implementation of appropriate strategies

Matching Indicators or Qualifications:

1.     University degree in a health-related field (ideally in Primary Health and/or related to Mother and Child Health and nutrition). A master’s degree would be an asset
2.     At least 2 years in a development project in a rural area would be an asset,
3.     Mobility: willingness to work and stay in a remote area, with frequent field stays is essential.
4.     Good planning skills and good Communication skills

GIZ REDD- Vacancy


The Climate Protection through Avoided Deforestation“ (CLiPAD) TC Module is a Lao-German Bilateral Technical Cooperation Project working together with the Department of Forestry and Deprtment of Forest Resource Management and provincial and district agencies in Sayabouri and Houaphan to develop REDD+ demonstration activities. The REDD+ technical field coordinator is responsible for the coordination dn implementation of strategic REDD+ activities in the CliPAD target areas (Houaphan/Sayaboury).

Starting Date: As soon as possible
Work Location: Sayaboury/Houaphan (to be decided depending on applications)

Responsibilities:
  • Serve as liaison officer and CliPAD focal point for the provincial and district governments and ensure close cooperation between CliPAD TC module and provincial/district government
  • The coordinator is expected to cooperate with the district and provincial agencies to ensure the implementation of CliPAD field activities.
  • Support REDD+ related planning processes involving local government and communities and in cooperation with partners develop concepts for REDD+ demonstration activities such as Community forestry programs
  • Assist in identifying needs for capacity development at the provincial level and in districts in-line with climate change mitigation issue;
  • Works closely with both governmental and non-governmental organizations in innovative capacity development measures for Climate Change/REDD and coordinate/supervise the support of these processes.
Main Tasks:
  • Work as a liaison officer between CliPAD TC Module and local authorities to ensure a smooth implementation of the CliPAD TC Module
  • Advice local government on participatory planning processes following the multi-stakeholder approach and work together with national, provincial and district level to facilitate capacity development for REDD+ readiness at province and district level
  • Advice local government on possibilities for REDD+
  • Conduct relevant workshops, training activities, seminars, etc. for implementation of CliPAD activities on local level
  • Undertake visits to the selected districts to ensure CliPAD partner activities are proceeding as planned;
Knowledge Management
  • Compile and document information about ongoing initiatives relevant for his tasks in Sayabouri and Houaphan and ensure knowledge transfer to Principal advisor of CliPAD;
  • Report regularly to the Principal advisor to project progress and impact in the framework of the Project Monitoring and Evaluation System
Management and Coordination Tasks
  • Participate in project planning, including preparation, organization and moderation of planning exercises;
  • Provide inputs for the budget planning;
  • Analyze the cooperation with local government, CSO and CliPAD
  • Support the cooperation between TC Module and FC Module on local level
  • Ensure good relations to local government and support the required CliPAD related administrative processes on partner side
Others/Events Management
  • Support the provision of logistics for team and visitors;
  • Support in accompanying and guiding visitors in connection with field trips
Experience and Qualifications:
  • Minimum of 7-8 years working experience in the forestry sector

The general task of the commitment is to build capacities within the Provincial Agriculture and Forestry Office Sayaboury (PAFO), especially the Provincial Office for Forest Inspection (POFI), through the means of short, tailor made training courses and workshops, follow up through on-the-job-training, as well as planning, implementing and monitoring those capacity building measures in the field of Forest Law Enforcement as well as the support to possible community forestry interventions.

Main tasks and responsibilities:
  • Support to design, implement, monitor and evaluate all planed activities in the field of Forest Law Enforcement (like workshops, trainings etc.),

GIZ Land Management and Rural Economic Development Programme (GIZ/LM-RED) under the Lao-German Cooperation started its operation on 01 November 2011. GIZ/LM-RED’s period divided in to phases: the 1st phase is from 01 November 2011-30 September; the 2nd phase is from 01 October 2014-30 September 2017. GIZ/LM-RED is comprised of three components: (1) land management, (2) decentralized development planning, and (3) rural economic development (which includes two sub-components: (1) investment promotion, (2) agricultural promotion development). Whilst the land management component has been operated in only Luangnamtha province, the other two components have been operated in all three target provinces: Luangnamtha, Sayaboury and Attapeu.
